n the late 80s and early 90s most English football grounds had the appearance of open prisons with high fences being used to keep rival fans away from each others. The press, never ones to miss out on the opportunity to make money, called this 'The English Disease'. It didn't matter that supporters in other countries, Germany, Italy et. al. were just as bad. Anyhow the Conservative government via the sports minister of the time, Colin Moynahan, was making absolutely no sensible contribution to the subject preferring identity cards and banning away fans. In the end football cleaned itself up and the outbreaks of violence are much reduced and Mr Moynahan went the way of the Conservative government.
